Range and Target Activities

archeryThe purpose of target and range activities is to introduce youth to shooting. The programs are based on age appropriateness and safety with the goal of developing a positive shooting experience for each youth. Target and range activities covered in the National Shooting Sports Manual (No 30931) include: archery, BB guns, airguns, slingshots, catapults, rockets, rifles, shotgun, pistols, tomahawk, and knife throwing.

Range and Target Activities Committee

The purpose of the council Range and Target Activities Committee is to manage and provide resources to the council, the camping committee, and the council camps for all activities involving range and target activities, whether during summer camps or during year-round opportunities. All range and target activities are coordinated through the range and target committee to verify that a safe and responsible program is planned and conducted by properly trained and currently certified personnel.

Cub Scout Range Officer Training

guideCub Scouts can shoot BB-gun rifles, slingshots, and archery in a council or district event only and is not approved as a unit event. Scouting America requires all Cub Scout range and target activities to be supervised by a certified range officer. "Archery and BB gun shooting are restricted to day camps, Cub Scout/Webelos Scout resident camps, council-managed family camping programs, or for council activities where there are properly trained supervisors and all standards ... are enforced. Archery and BB gun shooting are not to be done at the pack level." (Guide to Safe Scouting).

Range Mast
Description: Range Officer training covers setting up a range, safety, handling equipment, using a bow stringer, care and operation of BB guns, maintaining and storing equipment, range etiquette and safety, and instructing Scouts.

  • NRA and USA Archery certifications are not a substitute for the required certifications to run Cub Scout range and target activities
  • Only certified Scouting America Range Officers can check out Cub Scout range and target equipment at the council office. No Exceptions!

USA ArcheryArchery is a fast-growing and popular sport that helps attract and retain youth in the Scouting program. Archery requires concentration and effort to master, but can also be enjoyed by beginners and those with physical limitations. 

Troops, crews, and posts can conduct archery events at the unit level.  "Archery activities must be supervised by a National Camping School–trained range and target activities director or USA Archery or National Field Archery Association instructor, or by someone who has been trained by one of the three; or alternatively, the activities may be supervised by someone with at least Level 1 training in the operation of an archery range from USA Archery, NFAA, or an equivalent." (source). Course Description

USA Archery Level 1 Instructor (USAA L1)

USA ArcheryDescription: The USA Basic Archery Instructor Certification course is administered by USA Archery. Candidates for the basic instructor certification are primarily camp counselors and those working with entry-level students. The curriculum includes classroom and range activities, practice teaching, and testing. USA Archery/NFAA certified archery instructors may teach the Basic Archery course and the Archery merit badge. To serve as a merit badge counselor, they must hold a current Scouting America registration as a merit badge counselor. In addition, the certified instructor may serve as a range master for a Cub Scout archery activity." (National Shooting Sports Manual, No 30931, p67).  Renewals and other requirements are set by USA Archery.

This course and certification is required to run archery activities for troops and crews. In addition, activities required for the Archery Merit Badge will be addressed (e.g., string-making, arrow building, along with Scouting America's policies).

The Level 1 Archery Instructor Certification Course provides graduates the necessary tools to maintain a high level of safety both on and off the archery range and ensures that minimum standards for archery instruction are consistently taught to provide for the safety and enjoyment of the participants, instructors and spectators. Level 1 Instructors are well prepared to teach beginner archery programs to people of all ages and abilities in a variety of both indoor and outdoor settings in the disciplines of target, field or 3-D archery. The USA Archery Level 2 Instructor Certification online course provides graduates the necessary tools to serve as the lead instructor for long-term archery programs such as Junior Olympic Archery Development (JOAD), Adult Archery and Collegiate Archery Program clubs, and the Explore Archery Program. To successfully complete the requirements for this certification, students must successfully pass the USA Archery Level 2 Instructor Certification online course, including the online exam and register for and complete the in-person USA Archery Level 2 Instructor practical course. The USA Archery Level 2 Instructor Certification online course includes the USA Archery Level 1 Instructor online certification course information and provides students with an introduction to the National Training System (NTS) Steps of Shooting for recurve and compound, equipment and accessory setup, athlete development and events. NRA TraningNRA instructor trainings are designed to develop NRA certified instructors who possess the knowledge, skills, and attitude necessary to safely teach the NRA basic firearm training courses. Through the NRA training, adults that already have subject matter expertise, learn how to conduct a firearms class the NRA way so the candidates earn the NRA Instructor certification. NRA instructor trainings are conducted in two parts. The NRA Basic Instructor Training (BIT) is the first part of the two-step process. BIT is about how to instruct a firearm class according the NRA procedures and guidelines. Part two, the candidate completes one or more discipline-specific instructor courses, i.e., rifle, shotgun, pistol, etc. The BIT class is a pre-request for any instructor level NRA course and is only required to be taken once. Registet for BIT.

"An NRA range safety officer is required to provide live firing range supervision for all range and target activities involving Scouts BSA, Venturers, and Sea Scouts. NRA Range Safety Officer (RSO)

NRA"Develops NRA Certified Range Safety Officers with the knowledge, skills, and attitude essential to organizing, conducting, and supervising safe shooting activities and range operations. This course is conducted in a classroom and at a shooting facility. Range Safety Officer candidates will learn roles and responsibilities of an RSO; Range Standard Operating Procedures (SOPs); range inspection; range rules; range briefings; emergency procedures; and firearm stoppages and malfunctions. Each Range Safety Officer Candidate will receive an RSO Student Study Guide, a Basic Firearm Training Program brochure, an NRA Gun Safety Rules brochure and a Course Evaluation form." (Source)

Chief NRA Range Safety Officer (CRSO)

This course teaches the knowledge, skills and attitude essential to training and supervising NRA range safety officers and developing range standard operating procedures. Course is presented in two parts: Basic Instructor Training and NRA Chief Range Safety Officer training. Sessions include standard operating procedures, inspections, emergency procedures, firearm stoppages and malfunctions, safety briefings. Students demonstrate organizational and teaching skills via participation in practical exercises and complete an open book exam. Part 1: BIT

NRA Basic Instructor Training [Part 1] (BIT)

NRANRA instructor training is two-parts. NRA instructor trainings are designed to develop NRA certified instructors who possess the knowledge, skills, and attitude necessary to conduct the NRA basic firearm training courses. It is the NRA class that helps people who already have subject matter expertise learn how to hold a class the NRA way so that their students earn recognized NRA certification.

NRA Basic Instructor Training (BIT) is the first part of the two-part course to becoming an NRA Certified Instructor and covers lessons one to five of every course. BIT is the first part of every discipline-specific NRA instructor course and must be renewed every two years. Participants learn essential methods of conducting a formal NRA class in the use of firearms and concludes with "preparing to teach" followed by the trainers examination. 

Participants learn the essential methods to safely conduct a formal NRA class in the use of firearms. The student must complete the entire class and pass the trainers examination before moving to an instructor course. Learn more about becoming an NRA instructor.

The discipline-specific class is the second part of the two-part course and begins with lesson six.

Students learn NRA’s rules for safe gun handling; shotgun parts and operation; shotgun shell components; shotgun shell malfunctions; shooting fundamentals; range rules; shooting at straight away and angled targets; cleaning; and continued opportunities for skill development. NRA Basic Shotgun Instructor (BSI)

Description: "This course teaches the knowledge, skills and attitude essential to organizing, promoting and teaching NRA’s Basic Shotgun Shooting Course. Students demonstrate organizational and teaching skills via participation in practical exercises during the course, and complete an instructor certification examination. Students will receive the NRA Trainer’s Guide, NRA Shotgun Instructor Candidate Packet, and NRA Basic Shotgun Shooting course student packet." (Source) 

NRA Instructor Shotgun Shooting Course is an instructor level course that can be taken after completing the BIT class. The Instructor Shotgun Shooting Course is eleven hours of instructions on safe gun handing, gun parts and their function, ammunition, shooting positions, and teaching methods. Candidates are expected to apply their lessons learned in BIT in giving lessons and presenting demonstrations. This is a “hands on” class taught by NRA Training Counselors in “Total Participation and Involvement” method. The instructor candidates will give classroom lessons and demonstrations and concludes with teaching those lessons learned to their classmates at the range.

An NRA certified shotgun instructor is required to provide instruction for shotgun shooting activities involving Scouts BSA, Venturer, and Sea Scouts. It is essential to be a certified instructor if you want to be a Merit Badge Counselor in the Shooting Sports for firearms. This is an NRA Certification and will be conducted according to the NRA’s requirements. (NRA Course Catalog)

"An NRA certified shotgun instructor is required to provide instruction for shotgun shooting activities involving Scouts BSA, Venturers, and Sea Scouts. The NRA shotgun instructor may teach the 30-Minute Shotgun Briefing, the NRA FIRST Steps Shotgun Orientation, the Shotgun Shooting merit badge using the Shotgun Shooting Merit Badge Teaching Guide, and the eight-hour NRA Basic Shotgun Course. The NRA shotgun instructor course is 11 hours and includes classroom and range activities with student teaching, evaluation, and testing. The course is conducted by an NRA training counselor." Shotgun Shooting Merit Badge Counselor: "The merit badge counselor is responsible for ensuring that all instruction or other activities involving any handling of firearms or live ammunition is consistent with state and federal law and supervised by a certified NCS shooting sports director or NRA Shotgun Instructor or Coach. Instruction or other activities involving handling muzzle-loading shotguns must be supervised by an NCS shooting sports director or NRA/NMLRA certified muzzle-loading shotgun instructor. Shooting must be supervised by an NRA-certified Range Safety Officer. If instruction and shooting are to occur at the same time, both the RSO and qualified instructor must be present. They may not be the same person. Note that commercial shooting ranges may provide RSOs." (sourve). NRA Basic Pistol Shooting (ILT-BPS)

NRADescription: "The NRA Basics of Pistol Shooting is intended for all individuals regardless of previous shooting experience or NRA-affiliation and is available for delivery in two ways. One option is the traditional, instructor-led course where you will receive direct instruction from an NRA-certified instructor from beginning to end. The other option has two components: a self-study or “eLearning module” which is completed online in your own timeframe and a hands-on practical portion conducted in a classroom and shooting range with an Instructor....Course topics include: gun safety rules, proper operation of revolvers and semi-automatic pistols, ammunition knowledge and selection, pistol selection and storage, shooting fundamentals, pistol inspection and maintenance, marksmanship, and shooting range safety. Additionally, students will complete live fire training and a nationally standardized shooting qualification while on the range with an NRA Certified Instructor. NRA Basic Pistol Instructor (BPI)

Description: This course teaches the knowledge, skills and attitude essential to organizing, promoting and teaching NRA’s Basic Pistol Shooting course. NRA/Scouting America CO-OP Basic Muzzleloading (rifle only) (ILT-M-C)

NRADescription: "Teaches the basic knowledge, skills, and attitude essential to the safe and efficient use of a muzzleloading guns. Instructors may focus the course on one specific discipline or a combination of disciplines. The course includes classroom instruction and time on a range shooting either muzzleloading rifle, muzzleloading shotgun, muzzleloading pistol, or a selected combination of these disciplines. Description: Teaches the knowledge, skills and attitude essential to organizing, promoting and teaching the NRA-NMLRA Basic Muzzleloading Rifle Shooting course.

Shooting Sports 101

Description: Shooting Sports 101 Training is typically held during the spring University of Scouting. Shooting sports is a popular activity in Scouts and there are many rules and regulations involved with the activity. This course introduces Scouters to the world of shooting sports and provides participants with a better idea of how to incorporate shooting sports into the unit's program in compliance with the National Shooting Sports Manual.

Conducting Shooting Sports on Private Land

The council camp shooting ranges can be reserved for district events (reserve through the district executive) and unit weekend programs. Units or districts that conduct shooting sports off council property must have the property inspected by the council's NRA Chief Range Safety Officer to determine if a public or private land is suitable for use as a shooting sports range. First the event's NRA range safety officer or range master must first evaluate the property to ensure that the meets all guidelines set forth in the Scouting America National Shooting Sports Manual and/or the NRA Range Source Book and then request a range inspection for rifle, shotgun, muzzleloading, pistol and archery ranges.

Many of these volunteers are willing to help at unit, district or council events. This list is updated once a year, so some certifications may have expired.
