An Arrow of Light crossover is a Scouting ceremony that marks a Cub Scout's transition from a pack to a troop. The ceremony honors the Arrow of Light award, the highest rank in Cub Scouting, and signifies a Scout's readiness for the next stage of Scouting.  Troops are invited to greet their new members.
